In order to promote the multidirectional international cooperation and
exchange of Harbin Institute of Technology (HIT) and HIT's increasingly internationalizing process, HIT has decided to establish
the Harbin Institute of Technology Internationalizing Foundation and set these Management Measures.
Chapter 1 Financial
Sources and Purpose
1. The funds of HITIF come from the financial allocations of HIT according to its plan with an annual allocation
of 12 million RMB for the time being.
2. The funds of HITIF are mainly used for international traveling expenses, living and travel expenses in
China and payments for world renowned scholars who are invited to or employed by HIT to give lectures, work at or visit HIT;
for the funding of important international academic conferences mainly undertaken by HIT; for the international traveling
expenses and registration fees for HIT teachers who go abroad to attend important international academic conferences; for
the international traveling expenses for HIT teachers who go abroad to carry out cooperative research programs with financial
sources or agreements; for the international traveling expenses and overseas living expenses for personnel whom HIT plans
to dispatch abroad for further studies; for the scholarship of excellent international students who come to HIT for academic
degrees.
3. HITIF also accepts non-governmental donations, for which independent programs can be established under
the Foundation and special rules can be made.
Chapter 2 Plan and
Management
4. HIT Internationalization Promotion Committee, established by HIT, is in charge of auditing HITIF’s
annual expenditure plan, evaluating the academic excellence of world renowned
scholars who apply for HITIF’s programs of employment and teachers who apply to be dispatched abroad for further studies,
checking and accepting completed projects funded by HITIF and evaluating the process of ongoing projects.
5. HIT Internationalization Promotion Committee’s office is located in the International Office. Under
the leadership of the principal in charge, the International Office is responsible for the implementation and routine management
of HITIF’s plan.
Chapter 3 HITIF Funded
Programs and Quotas I – Employing Programs
6. Long-term employment programs of renowned professors of world first-class universities.
A. Renowned professors of world first-class universities who signs with HIT a contract of employment for
one-to-two-year in which his duties of lecture giving, postgraduate advising and cooperative researching are clearly stated
enjoys the following payments and treatments:
1) HIT offers the expert with an annual payment of ranging from 600,000 to 1,000,000 RMB given monthly,
12 times every year. HIT treats the expert as a full time professor during the employing period.
2) HIT offers he expert and his/her spouse with international round-trip traveling expenses between China
and his/her permanent residential country once each year.
3) The expert can rent the luxury condominium suites that HIT offered.
B. Renowned professors of world first-class universities who signs with HIT a contract of employment for
three-to-five-year, no-less-than-two-month-each-year-working-at-HIT in which his duties of lecture giving, postgraduate advising
and cooperative researching are clearly stated enjoys the following payments and treatments:
1) HIT offers the expert with an annual payment of ranging from 60,000 to 100,000 RMB given according to
the actual number of his/her working days. HIT treats the expert as part-time professor during the employing period.
2) HIT offers the expert and his/her spouse with international round-trip traveling expenses between China
and his/her permanent residential country once each year.
3) The expert can rent the luxury condominium suites that HIT offered.
7. Long-term employment programs of outstanding professors of world-renowned universities.
A. Outstanding professors (including professors on the post and professors who are retired but really outstanding)
of world renowned universities who signs with HIT a contract of employment for one-to-two-year in which his duties of lecture
giving, postgraduate advising and cooperative researching are clearly stated enjoys the following payments and treatments:
1) HIT offers the expert with an annual payment of ranging from 400,000 to 600,000 RMB given according to
the actual number of his/her working days. HIT treats the expert as full-time professor during the employing period.
2) HIT offers once each year the expert and his/her spouse with international round-trip traveling expenses
between China and his/her permanent residential country.
3) The expert can rent the luxury condominium suites that HIT offered.
B. Outstanding professors (including assistant, associate and full professors on the post and excluding
retired professors) who signs with HIT a contract of employment for three-to-five-year no-less-than-two-month-each-year-working-at-HIT
in which his duties of lecture giving, postgraduate advising and cooperative researching are clearly stated enjoys the following
payments and treatments
1) HIT offers the expert with a monthly payment of ranging from 30,000 to 60,000 RMB given according to the actual number of his/her working days. During the employing period, HIT treats the
expert as the part-time employee with the same title as he/she hold in his/her home country.
2) HIT offers the expert and his/her spouse with international round-trip traveling expenses between China
and his/her permanent residential country once each year.
3) The expert can rent the luxury condominium suites that HIT offered.
8. Vacation employment programs of Nobel laureates, renowned professors of world first-class universities,
outstanding professors (including associate professors and full professors on the post and excluding retired professors) of
world renowned universities.
4) Employing Period: four to twelve months. The expert’s duties of lecture giving, postgraduate advising
and cooperative researching are clearly stated in the contract of employment. During the employing period, HIT treats the
expert as full-time employee of HIT with the same title as he/she hold in his/her home country.
1) Payment is made respectively according to the actual number of working days of the personnel:
Monthly payment for Nobel laureates: 200,000 RMB;
Monthly payment for renowned professors of world first-class universities:
40,000-100,000 RMB;
Monthly payment for outstanding professors of world-renowned universities:
30,000-60,000 RMB.
2) HIT offers the expert and his/her spouse with international round-trip traveling expenses (first-class
stateroom cabin for Nobel laureate and his/her spouse) between China and his/her permanent residential country only once.
3) The expert can rent the luxury condominium suites that HIT offer.
9. Exchange programs of short-term lecture-giving of Nobel laureates, renowned professors of world first-class
universities, outstanding professors (including assistant
professors, associate professors and full professors on the post as well as retired full professors) of world renowned universities.
1) Employing Period: no more than one month. The contents of the lecture (including short-term high-level
course) and duties of academic exchange should be decided in advance.
2) Payment is made respectively according to the actual working days of the personnel:
Weekly payment for Nobel laureates: 70,000 RMB;
Weekly payment for renowned professors of world first-class universities: 10,000-30,000 RMB;
Weekly payment for outstanding professors of world-renowned universities: 4,000-20,000 RMB.
3) HIT offers the expert and his/her spouse with international round-trip traveling expenses (first-class
stateroom cabin for Nobel laureate and his/her spouse; usually no international traveling expenses for assistant professors
and associate professors) between China and his/her permanent residential country only once.
4) HIT offers charges for hotel rooms appointed by HIT or suites of luxury condominium.
5) HIT offers a daily travel expense of 100 RMB, banquet expenses of 600 RMB for one single time only and
a set of presents from HIT. (not including Nobel laureates)

Programs and Quotas II – Personnel Dispatching / International-Conference-Holding Programs
10. Twenty to thirty young teachers (including administrative personnel) selected systematically every year
by HIT are dispatched to world first-class universities for further studies of three to six month supported by grants from
HITIF for their international traveling expenses and their overseas living expenses given according to the standard set BY
national regulations after they go through the guarantee formalities and sign the contract promising they will return to HIT after they finish their studies.
11. Teacher at the post at HIT who applies for grants from HITIF for international traveling expenses and
registration fees must meet the following requirements:
1) The teacher is going to attend the series of academic conferences held by world authoritative academic
bodies of the area to which the teacher’s field belongs.
2) The teacher is definitely invited as the first writer for academic exchange in speech.
12. Teacher at the post at HIT who goes abroad to carry out cooperative research is supplied with international
expenses funded by HITIF.
13. High-level international, bilateral and multilateral academic conferences undertaken mainly by HIT that
are related to the main subjects of HIT are supported by the grants from HITIF, the quotas of which are specially examined
and approved according to the situation of payment equilibrium.
14. HITIF supports official visits abroad by delegations of HIT or its departments and colleges with definite
purpose or cooperative intention. This kind of program must be applied for and approved independently.
Chapter 5 HITIF Funded
Programs and Quotas II –Degree-Oriented International Students at HIT/ International Students Fellowship /Post-Graduates
Cooperatively Advising Programs
15. HITIF establishes the Excellent International Student Scholarship, which is awarded to excellent international
students who apply for or already have studied at HIT for academic degrees. The quotas of the scholarship vary for:
1) PhD Candidates
Level A1: 17,000 RMB/person every year
Level B1: 10,000 RMB/person every year
2) Master Candidates
Level A2: 14,000 RMB/person every year
Level B2: 8,000 RMB/person every year
3) Undergraduates
Level A3: 11,000 RMB/person every year
Level B3: 6,000 RMB/person every year
No more than 30% of the students of the same academic level may receive the award with which all the awarded students
are immune from tuition charges. The master and PhD candidates awarded have the obligation of acting as a tutor in their major.
16.
HITIF supports undergraduates and postgraduates who study at HIT to participate in international
fellowship activities.
1) Students from the other party of the reciprocal international fellowship activities are supported by
grants from HITIF for their board, accommodation and living expenses during their stay at HIT.
2) HITIF supports one to two teachers or administrative personnel in charge of student matters who lead
the HIT delegation to participate in international fellowship activities.
17. HITIF supports programs of postgraduates advising in cooperation between world renowned universities
and HIT. This kind of program must be applied for and approved independently.
Chapter 6 Application/Summarization
and Evaluation of HITIF Programs
18. All those who apply for programs funded by HITIF must fill out application forms according to the specific
detailed implementation rules and submit summarization form and settle accounts after submitting expense accounts within 15
days after the program completion (All the specified application and summarization forms can be downloaded at the website
of HIT International Office.). HIT International Office organizes members of the HIT Internationalization Promotion Committee
to examine, accept and evaluate the programs, and makes public the result at the end of every year.
19. All foundation and financially aiding programs concerning foreign affairs of other departments at HIT
will be managed and implemented respectively under HITIF.
20. HIT International Office manages all the luxury condominium suites supplied by HIT for foreign experts.
21. HIT International Office provides the list of approved hotels for
foreign experts supported by HITIF to stay in Harbin briefly or in other parts of the country when necessary.
22. Foreign experts and experts dispatched by HIT whose international traveling expenses are supplied by
the grants from HITIF can submit their traveling expenses accounts only if they book the air tickets at the permission of
HIT International Office or at the agency it appoints.
23. HIT International Office takes the lead in making the detailed rules of implementation and is responsible
for interpreting the rules.
Detailed Implementation Rules for The Programs Supported By The Grant
From
Harbin Institute Of Technology Internationalizing Foundation (HITIF)
Chapter 1 General Implementation Rules
1. Programs supported by the grant from HITIF consists of seven parts:
1) Employing Programs, including:
Long-term employment programs of renowned professors of world first-class
universities,
Long-term employment programs of outstanding professors of world renowned universities,
Vacation employment
programs or exchange of short-term lecture-giving by Nobel laureates, renowned professor of world first-class universities,
outstanding professor of world renowned universities;
2) Dispatching Programs, including:
Dispatching personnel to first-class overseas universities for further
studies,
Dispatching personnel abroad to attend important international academic conferences,
Dispatching personnel
to participate in cooperative research programs with financial sources or agreements;
3) International-conference-holding programs;
4) Institute, college, and department- level delegation dispatching programs;
5) Degree-oriented HIT international student scholarship programs;
6) Postgraduates cooperatively advising programs; and
7) International Students Fellowship Programs

2. All those who have programs to apply for grants from Harbin Institute of Technology Internationalizing
Foundation must fill out the application forms for related programs; all those who are supported by grants from the Foundation
must fill out the summarization forms and settle accounts within 15 days of project completion.
3. Harbin Institute of
Technology Internationalizing Foundation And Its Management Measure, Detailed Implementing Rules on The Programs Supported By The Grant From Harbin
Institute Of Technology Internationalizing Foundation, applications and summarizations of all kinds of funded programs
and related standard contracts can all be read and downloaded at the intramural internationalizing foundation section of HIT
website.
4. All those who apply for grants for programs of long-term employment and of vacation employment under
employing programs and for the program of further studies under dispatching programs must submit ten copies of applications
and summarizations; all those who apply for grants for the other programs must submit one copy of applications and summarizations.
All program applications and summarizations must be submitted directly to related offices of HIT International Office.
5. Programs of long-term employment and of vacation employment under employing programs or for the program
of further studies under dispatching programs can only be approved and fulfilled after evaluation by the HIT Internationalization
Promotion Committee; all the other programs can be fulfilled after they are examined by International Office along with other
related functional departments and then approved by the principal in charge.
6. Programs of long-term employment and of vacation employment under employing programs are examined and
approved twice each year in January and September respectively. Individuals and numbers of personnel for the program of further
studies under dispatching programs will be decided once each year—with applications starting in March and approvals
being made in April. All the other program applications will be accepted at any time, examined and given an official reply
in no more than a week.
7. Within the basic framework of HIT’s Five-Year Program of International Cooperation And Exchange,
plans about how to use the Internationalizing Foundation—i.e., all kinds of programs to be supported and their respective
distribution quotas—are declared in March of each year. In September of each year, the annual plan is adjusted according
to how well the supported programs were carried out.
8. All departments and colleges, subjects, functional departments as well as core teachers and administrative
personnel in charge should actively gather information, organize applications and carry out related programs. The development
and result of programs will be taken into account in the assessment of related departments and colleges, subjects, departments
and individuals.
Chapter 2 Basic Requirements
of Employing Programs
9. Personnel employed in the long-term employment programs of renowned professor of world first-class universities
and outstanding professor of world renowned universities should meet the following basic requirements:
1) He/She should give high-level lessons every year to undergraduates and postgraduates on their major or
the leading area of the principle;
2) He/She should present every year a series of lectures giving a systematic introduction of the development
of 1-2 leading-edge principle fields;
3) He/She should recruit independently every year 1-2 PhD candidates (if necessary, 1-2 additional master
candidates) in HIT and fully advise them;
4) He/She should, independently or in joint efforts with HIT teachers, carry out scientific research on
a definite principle field or topic and should systematically apply for national or international cooperative research program;
5) He/She or the PhD candidates he recruits at HIT or the teachers that cooperate with him at HIT should
publish no less than 2 high-level academic papers every year in the name of Harbin Institute of Technology as their working
unit;
6) He/She should strive for opportunities for Harbin Institute of Technology to undertake high-level international
academic conferences on related subjects;
7) He/She should make substantial suggestions for the development of the related subject or the construction
of the laboratory.
All the above mentioned basic requirements must be clearly stated in the contract clauses.
10.
Personnel employed in the vacation employment programs of Nobel laureates, renowned professors
of world first-class universities and outstanding professors of world renowned universities should meet the following basic
requirements:
1) He/She should give high-level lessons to undergraduates and postgraduates on their major or the leading
area of the principle;
2) He/She should present a series of lectures giving a systematic introduction of the development of 1-2
leading-edge principle fields;
3) He/She should put forward research topics in the leading-edge area of the subject and advise cooperatively
2-3 PhD candidates to carry out related research on these topic;
4) He/She should cooperate with HIT teachers to carry out scientific research on a definite principle field
or topic and systematically assist them in applying for national or international cooperative research programs;
5) He/She should publish no less than 1 high-level academic papers each quarter of the year in the name
of Harbin Institute of Technology as his/her working unit;
6) He/She should strive for opportunities for Harbin Institute of Technology to undertake high-level international
academic conferences on related subjects;
7) He/She should make substantial suggestions for the development of the related subject or the construction
of the laboratory.
All the above mentioned basic requirements must be clearly stated in the contract clauses.
11. Personnel employed in the communication programs of short-term lecture-giving of Nobel laureates, renowned
professor of world first-class universities, outstanding professor of world renowned universities should meet the following
basic requirements:
1) During his/her stay at HIT, he should give no less than one public lecture every other day, which should
be approximately 100 minutes in length, the content of which should reflect the development of research in the leading-edge
principal field and be made known to the public;
2) He/She should hold at least one symposium with postgraduates and undergraduates;
3) He/She should hold at least one symposium with teachers of related subject;
4) He/She should actively seek and carry out substantial cooperation in researching, holding international
academic conference, advising postgraduates, exchanging scholars and the substantial cooperation between departments and colleges
and universities.
Detailed Rules Concerning the Amount of the Grant:
1) Payment
is made respectively according to the actual working days of the personnel:
l Weekly payment for Nobel laureates: 70,000 RMB.
Weekly payment for renowned professor of world first-class universities: 10,000-30,000 RMB
Among them:
Weekly payment for assistant professor: 10,000 RMB
Weekly payment for associate professor: 10,000-15,000 RMB
Weekly payment for renowned professor: 15,000-20,000 RMB
Weekly payment for particularly renowned professor: 20,000-30,000 RMB
Weekly
payment for outstanding professor of world renowned universities: 4,000-20,000 RMB
Among them:
Weekly payment for assistant professor: 4,000-8,000 RMB
Weekly payment for associate professor: 6,000-12,000 RMB
Weekly payment for outstanding professor: 10,000-15,000 RMB
Weekly payment for renowned professor: 15,000 RMB
Actual Payment=(the number of working days at HIT÷7) ×weekly payment. The number of working days
at HIT includes the days on which the personnel reach and leave HIT.
2) Rules Concerning the international round-trip traveling expenses between China and his/her permanent
residential country
HIT offers Nobel laureate and his/her spouse with traveling expenses for one international round-trip with first-class
stateroom cabin between China and his/her permanent residential country;
HIT offers full professor himself/herself whose working days at HIT is more than a
week with traveling expenses for one international round-trip with tourist class cabin between China and his/her permanent
residential country;
Usually, HIT doesn’t supply assistant or associate professor with international traveling expenses.
3) HIT provides experts from foreign companies or research institutes (excluding experts from former Soviet
Union National Academy of Sciences research institutes located in the
region of the Commonwealth of Independent States who are equated
with experts of world renowned universities), during their stay at HIT, with entertainment expenses and lecture payment ranging from 1,000 RMB to 3,000 RMB for each lecture. Usually, HIT doesn’t supply them with international
traveling expenses or accommodation expenses.
Chapter 3 Basic Requirements
of Dispatching Programs
12. Young teachers (including administrative personnel) dispatched abroad by HIT to world first-class universities
in the further studies program must meet the following basic requirements:
1) Since applications for this program can only be made according to the official notice sent by HIT, only
those who passed the foreign language examinations arranged by HIT receive notice to fill out the application forms;
2) The personnel should go for further studies in universities generally accepted as first-class in the
world and should be cooperatively advised by world renowned professors. For applicants on an equal footing, those going to
first-class universities in Western Europe and North America for further studies are favored by the Foundation;
3) While studying abroad, the personnel should actively carry out high-level cooperative research, publish
high-level academic papers and promote substantial cooperation between professors, departments and colleges, and universities.
13. Grants from the Foundation going to teachers on the job who are going abroad to attend important international
academic conferences must be administered strictly in line with the foundation’s Management Measures, ensuring that the grants focus on those who are going to
attend the series of academic conferences held by world authoritative academic bodies.
14. The Foundation support teachers on the job to go abroad to carry out cooperative research programs with
financial sources or agreements, which are mainly programs whose applicants applied to and supported by, in the name of Harbin
Institute of Technology, international foundation organizations or the scientific foundation organizations of the country
where the applicants are going to or of China.
Chapter 4 Encouragement
of Undertaking International Academic Conferences and Enlargement of Degree-Oriented International Students and Cooperatively
Advised Postgraduates
15. High-level international, bilateral and multilateral academic conferences undertaken mainly by HIT that
are related to the main subjects of HIT are particularly encouraged and supported by the grants from the Foundation.
16. Scholarship for excellent international students and the number of degree-oriented international students
at HIT are increased as a result of the grants from the Foundation.
17. The Foundation encourages and supports department and colleges, subjects and professors to cooperatively
advise postgraduates with first-class in the world universities or the colleges, departments, subjects or professors of world
renown universities and requires the definite effect of the cooperation.
Chapter 5 Others
18. If the programs to be supported by grants from HIT Internationalizing Foundation can be classified as
the programs supported by grants from existing national foundations, national foundation should be applied for first actively.
Especially for programs of employing experts from the countries
of the Commonwealth of Independent States, of dispatching personnel to attend international conferences entitled to being
supported by National Natural Science Foundation of China or other national research programs that includes international
cooperation funds, grants from related programs of national foundations should be applied first.
19. Personnel going abroad to carry out cooperative research programs with financial sources or agreements
should first try to get international traveling expenses by applying for grants from these cooperative research programs.
20. Payment for foreign scholars supported by the grants from the International Foundation must be filled
in the specified receipt signed by the scholar himself with the photocopy attached of the page with his/her own signature
in the scholar’s passport.
21. Payment standards for foreign scholars supported by the grants from the International Foundation should
also be settled according to the payment standard in the scholar’s permanent residential country.
22. International Office is responsible for interpreting all the matters not covered in this Detailed Implementing
Rules.
